Requirements
-Job Purpose:
- The job holder will be responsible for providing strategic leadership and direction in financial analysis and oversight, manage and implement financial operations including budgeting, accounting, and reimbursement.
- Reporting Responsibilities
- The job holder is responsible to the Director, Kenya Judiciary Academy
- Area of Deployment:
- Kenya Judiciary Academy Secretariat, (KJA).
- For appointment to this grade, the applicant must have the following minimum qualifications:
- i.A Master’s degree in any of the following disciplines; Commerce (Accounting
-Finance option), Economics, Finance or any other recognized equivalent qualification from a recognized institution;
- ii.A Bachelor’s Degree in any of the following disciplines; Commerce (Accounting-Finance option), Economics, Finance or any other recognized equivalent qualification from a recognized institution;
- iii.Certified Public Accountants (CPA K) or Certified Chartered Accountants (ACCA) or Certified Financial Analyst (CFA) or an equivalent qualification from a recognized institution;
- iv.Registered member of good standing of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body;
- v.A certificate in Strategic Leadership Development Program or an equivalent qualification from a recognized institution;
- vi.Demonstrated merit and ability as reflected in work performance and results;
- vii.Proficiency in computer applications; and
- viii.Meet the requirements of Chapter Six (6) of the Constitution.
- Experience:
- Minimum twelve (12) years’ relevant work-experience with at least six (6) years in Middle Level Management.

Duties and Responsibilities
-i.Ensure timely compliance with financial and fiduciary obligations of the Judiciary namely Statutory Financial Reports, quarterly statutory reports, tax compliance and proper interpretation and implementation of financial regulations and procedures;
- ii.Allocation and monitoring of funds to all identified and approved A.I.E holders and spending units based on approved activities;
- iii.Advice the Chief Registrar on administration of complementary funding from development partners, including development and execution of budgets;
- iv.Oversee the proper maintenance of inventory on all bank accounts within the approved signatories;
- v.Advice the Director, Kenya Judiciary Academy on regulatory matters concerning public finance;
- vi.Coordinate the development of appropriate financial information management systems;
- vii.Coordinate and administer the Academy budget and ensure timely and effective implementation of programmes and activities;
- viii.Safeguarding assets and records in the finance and accounting units;
- ix.Lead the preparation of the KJA budget, medium term and annual estimates for presentation to Judicial Service Commission and the National Assembly;
- x.Preparation of monthly, quarterly and annual analytical;
- xi.Expenditure reports to be presented to Management and JSC and Controller of Budgets and National Treasury in accordance with Section 83 of the PFMA 2012;
- xii.Prepare responses on audit queries and implementation status report on action recommended by the Public Accounts Committee; and
- xiii.Ensure integrity and consistence in the recording and reporting of financial reports
